For over 30 years, MDV-SEIA has led the policy changes that have created and expanded the solar markets in Maryland, D.C., and Virginia. MDV-SEIA is looking to continue the fight for solar as we enter 2020 and the Solar Decade. Recent Policy Successes include:


  • 2019 Clean Energy Jobs Act passes with a solar carve out of 14.5%
  • 2017  Veto Override of the Clean Energy Jobs Act
  • 2015  Community Solar Pilot


  • 2019 Mandate set for 100% renewable electricity by 2032
  • 2018 Solar carve out increase to 10%
  • 2016  RPS increase to 50%


  • 2019  Net metering cap lifted for cooperatives and their customers can now install solar projects which meet 125% of their needs
  • 2018  5.5 GW of solar and wind energy designated in the public interest
  • 2017  3 bills including a Community Solar Pilot, Small Agricultural Generation, and Permit by Rule modifications
